Accessibility statement for Make Contribution Payments

This accessibility statement applies to the Make Contribution Payments website.

This website is run by the NHS Business Services Authority. We want as many people as possible to be able to use this website. For example, that means you should be able to: 

  • change colours, contrast levels and fonts using browser or device settings
  • zoom in up to 400% without the text spilling off the screen
  • navigate most of the website using just a keyboard or speech recognition software (Voice Control and Dragon)
  • listen to most of the website using a screen reader (including the most recent version of NVDA and VoiceOver)

We’ve also made the website text as simple as possible to understand.

How accessible this website is

We know some parts of this website are not fully accessible, as:

  • the ‘Add Adjustment’ page has orphaned form labels - this may cause some difficulty in interacting with the page via assistive technology
  • some pages in the service have insufficient touch-target sizing in their footers - this could make interaction with certain elements more difficult on mobile devices and tablets
  • some pages have elements with unsupported ARIA attributes which do not match their role - this causes some confusion and difficulty in interacting with these elements via assistive technology
  • there is no available link back to the homepage of the service from the ‘Page not found’ screen
  • when using the skip link to access the main content, the Heading receives focus despite not being an interactive element - this is unexpected behaviour as all other focusable elements in the service are interactive in some way and  may cause some confusion for keyboard users
  • when CSS styles are turned off, the NHS logo becomes a large black box and backlinks  become very large arrows that take up a full screen
  • when viewing the bulk upload summary page with a mobile device or when zoomed to 400% the filename may spill over the right-hand side of the screen
  • the service name is not consistently used in all page titles
  • error-triggered pages do not have their page titles changed to reflect the existence of an error
  • when entering restricted characters into the email field, the reset password screen will give error feedback in the form of a JavaScript popup and screen-reader users are not informed of this as it occurs 
  • the ‘Current users’ screen does not have proper right side margins and padding when viewing the page with a mobile device or when zoomed to 400%
  • the ‘Missing payments’ report pages do not paginate their results which can be difficult for screen reader and keyboard users to navigate due to the very large number of results with hyperlinks on a single page

The content listed below is non-accessible for the following reasons.

Non-compliance with the accessibility regulations

The ‘Add Adjustment’ page has orphaned form labels   - this may cause some difficulty in interacting with the page via assistive technology. This fails WCAG 2.2 success criterion 2.4.6 (Headings and Labels).

Some pages in the service have insufficient touch-target sizing in their footers - this could make interaction with certain elements more difficult on mobile devices and tablets. This fails WCAG 2.2 success criterion 2.5.5 (Target size(Enhanced)).

Some pages have elements with unsupported ARIA attributes which do not match their role - this causes some confusion and difficulty in interacting with these elements via assistive technology. This fails WCAG 2.2 success criterion 4.1.2 (Name, Role, Value).

There is no available link back to the homepage of the service from the ‘Page not found’ screen. This fails WCAG 2.2 success criterion 3.2.3 (Consistent Navigation).

When using the skip link to access the main content, the Heading receives focus despite not being an interactive element - this is unexpected behaviour as all other focusable elements in the service are interactive in some way and may cause some confusion for keyboard users. When entering restricted characters into the email field, the reset password screen will give error feedback in the form of a JavaScript popup and screen-reader users are not informed of this as it occurs. This fails WCAG success criteria 4.1.3 (Status Messages) and 3.3.3 (Error Suggestion).

The ‘Current users’ screen does not have proper right side margins and  padding when viewing the page with a mobile device or when zoomed to 400%. This fails WCAG success criteria 1.4.8 (Visual Presentation) and 1.4.10 (Reflow).

The ‘Missing payments’ report pages do not paginate their results which can be difficult for screen reader and keyboard users to navigate due to the very large number of results with hyperlinks on a single page. This fails WCAG success criterion 2.1.1 (Keyboard).

We plan to fix these issues. When we publish new content, we’ll make sure it meets accessibility standards. 

Content that’s not within the scope of the accessibility regulations

PDFs and other documents

Some of our PDFs and Word documents are essential to providing our services. For example, we have PDFs with information on how users can access our services, and forms published as Word documents. We plan to either fix these or replace them with accessible HTML pages.

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services. For example, we do not plan to fix PDF files a user might generate and download using the service so they have a copy of their submission.

Any new PDFs or Word documents we publish will meet accessibility standards.

This service also allows users to download CSVs which hold data on contributions and payments. Users relying on voice-control may find some difficulty in interacting and navigating with these documents.

Document upload

Due to an issue with Dragon and some older versions of this assistive technology, users will have difficulties interacting with the document upload buttons. We advise Dragon users to use the mouse grid to interact with the file upload feature.

What we’re doing to improve accessibility

We’re committed to making sure this website is compliant to WCAG 2.2 ‘AA’ standard.

Every new released website will be designed, built, and tested to meet ‘AA’ standards by default.

Preparation of this accessibility statement

This statement was prepared on 28 September 2019. It was last reviewed on 1 October 2024.

This website was last tested on 30 September 2024.

The test was carried out by the NHSBSA test and development teams. The most viewed pages were tested using automated testing tools by our website team. A further audit of the website was carried out to the WCAG 2.2 AA standard.

We tested all the website screens to meet ‘AA’ WCAG 2.2 standards, using manual and automated tests.

We run each webpage through automated Wave, Lighthouse and Axe accessibility tools then manually test with screen readers (NVDA or VoiceOver) and standards checklists.

We run representative user journey tests through speech recognition software (Dragon or Voice Control).

These checklists contain standards that have been compiled using WCAG, the NHS service manual and the Government Digital Service (GDS) guidance.
